Paper Cat Games, the two-person California studio behind the 2024 detective game Paper Perjury, revealed this morning that Paper Perjury 2: Shadow of Justice is in development for Steam, Switch 2, PS5, and Xbox Series consoles, targeting a 2028 release (our game page tracks every update). The studio used the same announcement to confirm the original game is finally heading to consoles in 2027.

Paper Perjury 2 picks up after the original’s DLC cases and continues Justina Smith’s run as a police clerk turned detective at the Azure City Police Department. According to the press release, Justina’s “faith in the system begins to crack” as she uncovers potential corruption in the department, which is tearing itself apart chasing a masked serial thief. The Steam page names that thief as the Silhouette and lists five interconnected cases, with returning detectives Ernest Hunt and Sophie Swift. Players gather evidence at crime scenes, take statements from bystanders, interrogate suspects, and comb old police reports for mistakes. A penalty system that ends the case after too many wrong answers in a row is optional at the start of each case.

The 2027 console port of the original is the more tangible news for most players. Paper Cat Games is bringing the first game, including its post-launch cases, to Switch, Switch 2, PS4, PS5, and Xbox Series consoles. Until now Paper Perjury has been a PC release on Steam, so this is the studio’s console debut. The studio says more details are coming soon; neither game has a firm date yet, and the sequel’s Steam page currently lists its release as to be announced. Both will go on our Release Calendar once dates land.

Our read: A console port in 2027 followed by a 2028 sequel is a conservative, sensible cadence for a two-person team. It gives the sequel a ready-made audience on the platforms it will launch on, and it gives the original a second commercial life without pulling the studio off the new project. It’s the same build-on-PC-first path we’ve seen from other indie studios this year. Detective games built on writing rather than scope tend to age well, which makes the original a low-risk port. The 2028 window is also far enough out that the studio can absorb a delay without it looking bad.

Correction (October 12, 2026): We originally gave the lead character's name as Justina Mulan; the Steam page calls her Justina Smith.
